What actually happened?

Feng Yi had spent three years pacifying the region around the old capital. Then a memorial reached the emperor: he ruled the area as his own, had executed the magistrate of Chang'an, held too much power, and people called him the King of Xianyang. Liu Xiu did not open an inquiry. He had the memorial sent to Feng Yi. Feng Yi, alarmed, wrote back in apology. The reply came: in duty we are lord and subject, in feeling like father and son. What is there to suspect? Why the fear?

Say the unease out loud first

Before any accusation arrived, Feng Yi had already written asking to come home: he had been away too long and did not feel easy. The request was refused. It was not a plea. It showed he knew how much he held. Suspicion feeds on a man who seems not to notice.

Answer in writing, in the open

Shown the memorial, he did not send friends to sound out the court or smooth things over. He wrote formally: fighting under orders, things went as planned; deciding on his own, he had often regretted it. An open answer leaves no room for a second suspicion.

Where it goes wrong: Liu Xiu could show Feng Yi the memorial because he already trusted him. If the people above have decided to move against you, one letter will not save you. And a boss who passes on a complaint should first ask whether the person who made it will be punished for it.
