Enlarging when the opening appears

The name of the campaign came from his telegram. This is about how an operation got enlarged into a decisive battle while it was running.
What actually happened?
On 24 September 1948, with the Jinan operation not yet finished, he sent a telegram recommending that the Huaihai campaign be undertaken. That is where the name comes from, and the first version was limited: destroy the enemy on the Huaiyin and Haizhou line. Once it opened the field changed. The forces at Xuzhou showed signs of a general withdrawal south. On 8 November he telegraphed again, proposing that they not be allowed back across the Yangtze but held around Xuzhou and destroyed there in stages. The small plan had become a decisive battle, and the proposal was approved.
Leave an upgrade socket in the plan
The limited version was open by design: take the first step, watch the response, then decide the second. A plan's value is not in predicting the whole route but in standing at each step where a win can be widened and a stall folded up. A plan with a fixed endpoint watches openings go past.

Enlarge on their movement, not on your excitement
The trigger was the sign of a withdrawal. The moment they contract, the window for destroying the main force opens and will not open twice. The legitimate reason for enlarging always comes from a new fact in the situation. The test is whether you can name the new variable.
Before doubling down on a product that beat forecast, ask what the market or the other side did to widen the window. Adding without a named variable is a mood.
An enlargement re-prices the supply immediately
Going from the small plan to the large one shifted the balance to six hundred thousand against eight hundred thousand, and it held because the logistics behind it were scaled at the same time. Every upgrade re-runs the whole resource account, or a winning position is dragged into a losing one.
Turning a three-month pilot into a national rollout on the pilot's budget, headcount and supply chain does not enlarge the result. It enlarges the exposure.

Ask first: which new fact made the opening bigger, and have I re-run the resource account for the larger version?
Where it goes wrong: treating every good stretch as a reason to enlarge until the thing is spread too thin; or holding to the original small plan when the opening is genuinely there.
