Naming the currency a question settles in

One of the most quoted speeches in Europe was delivered in a small room. What he was arguing about there was money.
What actually happened?
In 1862 the chamber had refused to fund the army reforms and the constitutional crisis was stuck. A week into the job, Bismarck spoke to the budget committee. Prussia's borders are not favourable to a healthy state life. The great questions of the day are not settled by speeches and majority resolutions, that was the great mistake of 1848 and 1849, but by iron and blood. The room was appalled and the king feared the scaffold. It was the truth about a budget: the chamber could refuse the money, it could not refuse the geography.

Every class of problem has a currency it is actually settled in: votes, cash, capacity, or force. Stockpiling the wrong one buys nothing. The Frankfurt parliament sat for a year in 1848, drafted an admirable constitution, and at the end of it nothing had happened.
In a market that settles through distributors, spending everything on brand buys noise and no shelf. Work out who pays whom for what before deciding what to hoard.
He had priced saying it out loud
The sentence is ugly and he knew it would be held against him. He said it because vagueness in that committee extended the deadlock, and what he needed was everyone negotiating against the real constraint. Naming it moves a room from what ought to be to what is, and the speaker pays for it.
Saying in the meeting that the real blocker is nobody wanting to cross that department earns instant dislike, and the discussion only becomes useful from there.
Iron and blood is a list of means, not a creed
Later readers took four words for a militarist confession. His own use of war was miserly: three short conflicts, each with a limited aim, each stopped on time. He was describing how this class of question gets settled. People who mistake a description of means for a faith are the ones who cannot stop.
This market competes on price is a reading, not a call for permanent price war. The reading tells you to hold reserves; when to fire and where to halt is a separate decision.
