After three quick victories he spent twenty years preventing the next war. Stopping was the part that took more from him than winning.
What actually happened?
Politics is the art of the possible, the attainable, the art of the next best. He said it to a journalist in 1867, and his conduct after Koniggratz in 1866 is the footnote. Austria was beaten and the king and the generals wanted Vienna. Bismarck held out against all of them for a lenient peace, no territory taken from Austria, no march on the capital, threatening to resign over it. His reason was not mercy. Austria might have to be an ally the following year, and a humiliated one could not be.
The best is the enemy, the next best is the art
Entering Vienna was the maximum result available that summer, and would have been the start of twenty years of hatred. Letting Austria leave with its dignity kept the option open. The art of the possible means trading the peak of this round for the expectation across all the rounds after it.
Pushing a counterpart below his floor is optimal today and leaves him waiting for the chance to reverse it. Agreements with an inch left in them get honoured.
The brake goes on when your own side is euphoric
After the victory it was not the enemy demanding the advance, it was the king, the generals and the newspapers. The strongest push to overreach always comes from internal momentum after a win. Plenty of people can start the machine. Very few can stand on it at full speed.
Three quarters above plan and the board and the team both want double the spend. Whoever proposes restraint is arguing with the mood of the whole company, not with the market.
Declaring yourself satisfied is itself a move
Calling Germany a satiated state was not a description of his feelings. It was a signal to every capital that Germany had stopped being a variable and no coalition was needed against it. Stating your own limits buys you neighbours who do not have to prepare for your having none.
Telling a partner plainly that you will not enter their category buys you the absence of a pre-emptive strike. Undefined ambition makes every neighbour plan against you.
How do I use it today?
Where you are: a run of wins, and everybody around you is pressing to push the advantage.
Ask first: what does the maximum result this round leave behind for every round after it? Answer for the counterparty as well as for yourself.
Where it goes wrong: turning the next best into permanent compromise and stopping when you should take the whole thing; or announcing you are satisfied and then expanding anyway, which voids the signal for good.
