Why does saying it again never land. He inverted the order: check the storehouse first, discuss propriety second.
What actually happened?
Shepherding the People is the first chapter of the Guanzi, and it opens not on morality but on storage. Whoever holds land and shepherds people attends to the four seasons and guards the granaries. A state with wealth draws people from far away; land brought under cultivation keeps them where they are. Only then comes the famous line: when the granaries are full the people know propriety; when food and clothing suffice they know honour and shame. The order was counter-intuitive then. Teaching first was the mainstream. He put it second — not because instruction is wrong, but because below a certain floor it does not work.
Conditions are the premise of behaviour, not an excuse
The same person under different resource conditions makes entirely different choices. So when behaviour disappoints, examine the conditions before the attitude — leave the conditions alone and replacing the person produces the same result.
A salesperson overpromises to hit quota. Check first whether the quota is only reachable by overpromising. Leave the number and the next hire does the same thing.
The order cannot be reversed
Talking about values and then about pay, versus getting the pay right and then talking about values, produces very different outcomes. The first sounds like vision substituting for wages; only the second is actually setting a standard. His sequence is storehouse first, and propriety follows.
A team paid below market holds a culture workshop and leaves faster. The identical workshop after the pay correction is a completely different event.
The four bonds are a result, and a guardrail
He names propriety, right, integrity and shame as the four bonds of the state, and says that when they fail the state perishes. But he places them after the granaries: they are upper structure needing material support, not a precondition you can demand from nothing.
Under maximum survival pressure the first norms to fail are the ones that need slack: documentation, reviews, helping each other. The people did not change. The slack went.

Where you are: you restate the standard over and over and the behaviour does not move.
Ask first: under the present conditions, does the person who does this correctly end up worse off?
Where it goes wrong: treating a conditions problem as an attitude problem; raising the volume on values while the material floor is still missing.
