Dredging a lake leaves you holding the mud. What he did with it is still there a thousand years later.
What actually happened?
By 1090 West Lake at Hangzhou was half weed and silt, and Su Shi, posted there as prefect, put twenty thousand men on clearing it. That solved one problem and created another: the spoil had to go somewhere, and carting it out of the city would have cost more than the dredging. He laid it across the water instead, as a causeway with six bridges. A walk that had taken most of a day around the shore became a short crossing. It still carries his name.
The waste is only waste until you name a use
Nobody asked him to build a causeway; the job was to clear the lake. The mud became a road because he was willing to ask what else it could be, at the moment everyone else was asking where to dump it.

Solve it where the work already is
He did not start a second project. The men, the boats and the spoil were already on the water — the causeway cost the difference between carting mud away and setting it down in a line.
The cheapest test is the one that rides along with a release you were shipping anyway.
The real job came first
The causeway is what people remember, but the case he argued was for the lake: without it the farms lost their water, the canal silted, the brewing tax fell. The road was what the work left over, not the reason for it.
Keep the tool you built on the way, but don't stop the job to build tools.
