He was urged to make Guanzhong his capital and went home instead. This is about what his reason gave away.
What actually happened?
After entering Xianyang and burning the Qin palaces, he was advised to stay: Guanzhong has mountains and rivers to defend it, the land is rich, and he could rule from there. Xiang Yu looked at the burnt palaces, thought of home, and said that to be rich and not go home is to wear brocade at night, and who is going to see it. The man who had advised him remarked on the way out that people said the men of Chu were monkeys in caps, and it was true. Xiang Yu had him boiled. He went east to Pengcheng and gave Guanzhong to three surrendered Qin generals.
Decisions made to be seen are the expensive ones
The strategic distance between Guanzhong and Pengcheng was obvious, and he was not incapable of seeing it. What made him give up Guanzhong was not an error of judgement but a stronger motive. When the real aim is recognition, the objective conditions get downweighted automatically.
Choosing the visible direction over the one that grows, with a stack of reasons ready, and the real reason being that former colleagues will see it.
Kill the man who says it and nobody says it again
Monkeys in caps was an ugly line and the only true sentence available at the time. Boiling him did more than remove a person: everyone still willing to speak plainly received a definitive demonstration. Information channels rarely close gradually. They close in a single act.
Deal publicly with one person for objecting and for six months the room contains nothing but agreement. That cost appears on no statement.
The distribution ran on the same logic
He gave Guanzhong to three surrendered Qin generals and handed the best territory to old nobility and men of reputation, on a standard of seniority and face rather than control. That distribution served being acknowledged too. He wanted princes honouring him, not a structure that worked.
Allocate the key posts by seniority and goodwill and everyone is satisfied for a while. A year later the most important seats hold the least suitable people.

Ask first: if this worked and nobody ever heard about it, would I still choose it?
Where it goes wrong: dressing the wish to be recognised up as a strategic reason; and dealing with the one person who names it out loud.
