What actually happened?

When Liu Bang's army took the Qin capital, Xianyang, his generals ran for the treasuries to divide the gold and silk. Xiao He did not go. He walked alone into the offices of the chancellor and the censor, and gathered the laws, household registers, maps and documents of the fallen state, and sealed them away. In the war that followed, Liu Bang knew every pass and stronghold, how many people lived where, who was strong and who was weak, and what the common people suffered. That knowledge came from the papers Xiao He took that day.

The treasury was packed. What you took, the person next to you also took, so the one who got there first and the one who got there last ended up much the same. The records had no queue. Whoever took them held what nobody else did.

A new wave arrives and everyone fights for followers and slots. The person who quietly sorts out the data, the customer list and the rules knows where to go next.

Take what you will need next, not what is worth most now

Liu Bang was the head of a rebel army about to face a rival and govern territory. For that, household counts, terrain and decrees matter and gold does not. Xiao He did not ask what here is worth most. He asked what we will need.

Taking is not enough; someone has to read it

The history says Liu Bang came to know the realm in detail. The papers counted only once he read and used them. Xiao He's gift was in collecting and sorting them and handing them to the one who decides. A ledger nobody opens is the same as one never taken.
