He entered the centre of government four times and went back to the mountains four times. This is about what refusing rank bought him.
What actually happened?
Li Bi served four emperors — Xuanzong, Suzong, Daizong, Dezong. Each time he was fetched at the worst hour; each time he left once the thing was done. Suzong tried to give him office and he answered, I take no grain and have no household; what office could I hold? The emperor slept on a facing couch and rode beside him, and he still called himself a guest and wore a Taoist's robes. He remonstrated constantly — against killing Prince Jianning, against suspecting loyal commanders, against deposing the heir. Some of it was taken. He finally accepted the chancellorship in his sixties.
With no seat, your words are not discounted
Once you hold a post, everything you say is heard as serving that post. Speaking as a guest, Li Bi gave the listener no motive to subtract. That is the structural reason he could keep saying the least welcome things for forty years.
The outside consultant names the same problem the staff named last year, and this time it is heard. The difference is not the content but the attribution.
The ability to leave is the strongest chip
He could go back to the mountain at any moment, and he actually did. Advice from someone who can walk out weighs differently from advice from someone whose living depends on staying. What gets called backbone is usually an exit being available.
People with other options say true things. If you want candour on a team, making sure nobody is ruined for saying the wrong thing matters more than any policy.
The price is that you never hold the execution
No office means someone else carries out your plan. Fanyang refused is the ceiling of that arrangement: he could propose and could not decide. Taking the chancellorship at last is the admission that advice alone stops working at some point.
Advise and never deliver and your hit rate can stay high while nothing you touched changes direction. Sooner or later you have to take the execution.
