A year into the new code the crown prince broke it. This is about how that one hour set the strength of the system for a decade.
What actually happened?
A year in, thousands of Qin subjects came to the capital to say the new laws were unworkable. Just then the crown prince broke one. When the law is not carried out, it is because those above break it, Shang Yang said. The heir could not be punished, so his tutor Prince Qian was, and his other tutor Gongsun Jia was branded. The next day the people of Qin obeyed. Ten years on, nothing dropped on the road was picked up and there were no bandits in the hills.
The first exception is the end of it
A system's strength is not set by its text but by what happens to the first person important enough to test it. Let one through and everyone immediately learns that the real rule is who you are. After that, restating it changes nothing.
The first person to file late is a senior one and nothing follows. Next month everyone is late, and none of them feel wrong. They learned from the handling, not the text.
If you cannot touch him, touch the man beside him
He did not go at the heir directly; he took the tutors. That is a workable compromise: the fact that the law acts is preserved, and a head-on collision nobody could survive is avoided. If you cannot enforce it fully, enforce it where everyone can see.
The owner's relative breaks a rule and cannot easily be touched. Handle the direct manager's failure to supervise, in public. The signal still lands and nobody can call it waived.
A real system eventually catches its author
Shang Yang was finally trapped and killed by the code he wrote. That is not irony, it is the proof. A set of rules that binds everyone except the designer is still personal rule wearing a different word. A real one will one day stop you.
Run your own approval process when it is your turn, even at a cost of three days. Those three days buy the process its standing with everyone else.
