Parliament untangled property rights; it did not invent the technology

Russ Roberts reads from the opening of the article, which holds that industrial modernity was born in the English Midlands in the late 18th century — but that what made all of it possible was the Glorious Revolution of the century before. The core mechanism: Parliament used its new powers to untangle property rights that were, at the time, excessively strong and excessively complicated, and in doing so made sustained investment in infrastructure and agriculture possible for the first time. A Parliament made of landowners dismantled its own privileges

Ben points out that after 1711 you had to own a great deal of land to sit in Parliament, so Parliament was composed almost entirely of landowners. The ordinary expectation would be that these large landowners would protect their own privileges and expand the space for rent-seeking — but they did the opposite: they untangled their own complicated property rights. Property in the 17th century was nothing like property today. A landowner could not dispose of land freely; there were life tenancies, and land could not be mortgaged, sold or divided, because it was bound up in complicated ‘entail’ settlements. It was precisely this self-binding property regime that formed the single largest institutional obstacle before the Industrial Revolution, and Parliament dismantled these antique restrictions one act at a time.

Open fields were insurance, and the price was that nobody could innovate

Ben explains two kinds of land that have now largely disappeared: commons and open fields. A common was not something anyone could use — only local landowners could graze on it, according to their ‘stints’, under complicated rules. Under the open-field system, land was cut into many narrow strips scattered across different parcels, which provided insurance but blocked innovation. New crops (such as potatoes and maize) and new techniques (such as horse ploughing) required coordination, and consensus was hard to reach. So even when farmers understood that a new arrangement would raise output, the collective-action problem meant they could not change it on their own; they had to rely on Parliament to coordinate by compulsion.

Before the 1660s, England's roads were worse than a thousand years earlier

Southwood notes that Parliament passed three kinds of act in great volume: acts resolving family inheritance problems, acts consolidating inefficient small parcels, and acts establishing turnpikes, canals and navigable rivers. Almost none of these existed before the 1660s, and England's roads at the time were extremely bad — worse even than in the era of King Alfred. By 1800, thousands of miles of turnpikes and canals had been built, creating national markets in grain, fertiliser, pottery and textiles, and allowing comparative advantage to operate. This shows that acts of Parliament did not merely rearrange land rights; they directly created an infrastructure network.

Technology with no market is not worth inventing

Southwood concedes that the Industrial Revolution might have happened even without these reforms, but stresses that institutions can accelerate or obstruct the application of technology. Reform has to come from the bottom up, not the top down
