The incinerator boom was not an environmental victory — it was a business the power tariff made pencil out
A 2012 electricity tariff policy turned waste-to-energy from a money-loser into a profitable industry, and China built nearly 700 incineration plants in six years — only to end up with overcapacity and average utilization below 60%.

In 2019 China had roughly 400 municipal solid waste incineration power plants, handling about 50% of its waste by volume. By 2025 the plant count had passed 1,137 and the share handled by incineration was above 80%, with national daily incineration capacity reaching 1.2 million tons a day — while actual daily waste collection capacity was only 700,000 tons. The result is surplus capacity, with some plants idled and some localities going back to dig up old landfills. This is a plant-building frenzy without precedent in human history: roughly 700 plants added in six years.
China passed the United States in waste generation as early as 2004
In 1981 China collected only about 26 million tons of municipal solid waste; the United States at the time generated six times as much with a quarter of China's population. After reform and opening up, urbanization accelerated and waste volumes grew 8-10% a year. By 2004 China's total municipal solid waste generation had already overtaken the United States to become the largest in the world, reaching 178 million tons by 2014 — nearly seven times the 1981 figure. The World Bank forecast in 2018 that by 2030 China would generate twice as much waste as the United States.
Incineration has always cost five to ten times more than landfill
Building a waste-to-energy plant costs USD 66,000 to 120,000 per ton of daily processing capacity, and as much as USD 365,000 at the top end. A landfill, by comparison, costs only USD 5,000 to 20,000 per ton of daily capacity over its full life cycle — a gap of five to ten times, and illegal landfills are cheaper still. In other words, on pure economics, incineration did not spread at scale after the 2000s because it was cheaper than landfill.
Subsidies are more than half of revenue: burning trash is really selling power
The new electricity tariff policy that took effect in April 2012 converts each ton of waste into 280 kWh of electricity, for which the government pays a subsidized rate of RMB 0.65 per kWh; anything generated beyond that is settled at the local coal-fired benchmark price (roughly RMB 0.25-0.45 per kWh). That means a plant can lock in about RMB 182 per ton from the subsidized tariff alone, plus a municipal waste treatment service fee of RMB 60-160 per ton, for average total revenue of RMB 250-350 per ton of waste — against a post-depreciation cost of around RMB 200 per ton. Subsidies account for more than half of total revenue; without them the business essentially does not work.
The site was fine; it was the opaque process that detonated the conflict
In April 2014 the Hangzhou municipal government announced a new incineration plant in Yuhang with a capacity of 3,000 tons a day — more than a third of the city's total waste generation. Technically the site was unobjectionable: tucked into a former quarry, with no need to route trucks along residential roads. But the decision process was entirely opaque, and 20,000 residents signed a petition against it. In May the situation broke down, with tens of thousands clashing with police; the official report cited 39 injured and no deaths. Academics later named this pattern of failure — decide first, then announce, then defend — Decide-Announce-Defend.
Hangzhou did not back down; it changed operators and redid the process
Hangzhou did not abandon the project. Instead it replaced the state-owned operator, which lacked experience and public trust, handing the project to the more seasoned Everbright Environment, and restarted the full public participation process for the environmental impact assessment. The government mobilized staff to visit more than 25,000 residents and collected 500 comments and suggestions, earmarked treatment fees specifically for environmental spending, hired local residents as monitors, and organized 5,000 residents to tour Everbright's facilities elsewhere and inspect the automatic monitoring equipment. This playbook later became the standard response to NIMBY movements.
The boom was squeezed out of an administrative deadline, not the market
The central government set a target of 591,000 tons of daily national incineration capacity by 2020 and worked the schedule backwards: provinces were required to finish site selection before 2018, because building an incineration plant takes 15 to 24 months. From 2013 to 2017, China added only 41 incineration plants a year, for a national total of 360 by the end of 2017. But by mid-2019, state media reported more than 400 projects under construction nationwide. The real boom was pressed directly out of that administrative deadline.
China overbuilt: average utilization is only about 60%
By the end of 2024 the national plant count reached 1,137, but 60% of capacity was concentrated in five provinces — Zhejiang, Jiangsu, Guangdong, Shandong and Fujian — a clear regional imbalance. According to E20 Research Institute, average capacity utilization at domestic incineration projects ran about 60% from 2023 to 2025; some projects exceed 80%, but others run as low as 24%, and roughly 16% of projects are below 50%. Fixed costs are high, so low utilization means losing money — one reason a fair number of localities have started digging up old landfills. Projects built after 2021 no longer receive the RMB 0.65 per kWh subsidy, forcing companies toward new revenue sources: service fees, plants overseas, metals smelting.
