India's Nuclear Physics Was Not a Prelude to the Bomb: Postwar State Involvement Was the Watershed

India's early nuclear physics moved in step with Europe and America; the real watershed was the state stepping in after the war. Reading it backwards from the 1974 test only obscures how the TIFR model damaged universities and the wider scientific system.

The tools-of-empire thesis cannot explain physics in India

When she entered the field, the history of science in India was dominated by work on the imperial period, and its core vocabulary was ‘tools of empire’, ‘science and empire’, ‘domestication and adaptation’, ‘technology transfer’. She argues that this apparatus does not hold for the people who founded physics in India in the late nineteenth and early twentieth centuries — they would not have recognized themselves in those pictures. So she wanted to push on two fronts at once: to keep the history of science in independent India from being monopolized by sociology and science and technology studies (STS), and to question the imperial-science framework itself. The institutions of empire — the geological survey, the botanical survey and the like — do lend themselves to a ‘tools of empire’ reading, but modern physics is a different kind of practice.

China and India are not case studies but conceptual sites

In an article in History of Science with Tong Lam, she and her co-author call China and India ‘conceptual sites’ rather than ‘cases’. The starting point is Armin Wong's critique of the limits of the European experience: the history of science has long measured the whole world against European standards, which lands India in ‘the waiting room of history’. Treating China and India as places where things happen — places holding a majority of the world's population — makes it possible to re-establish the particularity of the European experience: all knowledge is local, yet claims to be universal. What is ‘untypical’ about China and India is not backwardness but a way in to understanding how science takes root.

The war, not the nuclear test, redrew the map of nuclear physics

Accounts of early nuclear physics are often hijacked by hindsight from the 1974 nuclear test. She goes back instead to the moment itself: 1932, when nuclear physics took shape as a discipline, and 1939, when the fission papers appeared. At that point the two physics departments in Calcutta and Bangalore were chasing the same frontier as everyone else — Raman called a particle accelerator ‘something every civilized nation should have’. The war changed everything: accelerators exploded from 27 inches to several hundred inches, the United States took the lead, and Europe's answer was CERN. After independence the question for India became: how does a new country that is not wealthy and short of trained people answer a field this resource-intensive? Her book follows three groups of researchers through their decisions, disappointments and small consolations, before and after the war, before and after independence.

In the fight over a national laboratory, the old physics departments lost

Both departments tried to build themselves into frontier institutions around instruments, but the scale of their ambition was not enough to match a national-level ‘national laboratory’ aspiration. The Tata Institute of Fundamental Research — conceived in Bangalore during the war and later moved to Bombay — was a new institution whose time had come, and after the war it became a single center that was at once a facility, an educational institution, and a shaper of the atomic energy and weapons programs. This shows how the accelerator as an object forced institutions into being: once a laboratory becomes a ‘system’, engineering and radio skills become necessities, and the role of the state gets embedded in every vacuum chamber and oscillator.

Big Science became the only science, and universities were hollowed out

After the war the Department of Atomic Energy became the template for organizing science in India: the departments of space, earth sciences and biotechnology that followed were all built on its model. Scientists became civil servants and employees of the state, with state funding dominant; the cost was that universities were drained of trained people and resources, and only recently has India acquired independent, arms-length funding agencies for science. The Indian bureaucracy is ‘accountable for compliance, not for outcomes’, and applying that logic to science distorts basic research further still. The nuclear physics laboratory model went from being Big Science to being the only science.

Even with the blueprints it would not run — what was missing was an ecosystem

Her documentary Cyclotron is about the day-to-day maintenance of a 1930s American machine shipped from Rochester to India in the 1960s. One detail: the American machine used screws and nuts of particular dimensions, and fifty years after the war there was nothing in the Indian market to match those specifications — and no manufacturer anywhere in the world still made those parts. The team put the thing together by trial and error, working from circuit diagrams in books borrowed from the library. This was the everyday work not of researchers but of technicians, and it constitutes the material base of a resource-constrained economy — even if you have the blueprints, without an ecosystem it will not run.

The archives are full of connections; difference is a disease of historiography

She rejects writing the history of science in India as a ‘history of difference’: that is a historiographical disease bred by imperial archives, and it ends up in a very narrow argument about racial difference. The connections in the archives are there for the taking — C.V. Raman's idol was Helmholtz; in the 1930s Cavendish, Göttingen, Berkeley and Calcutta were chasing the same frontier at the same time. But historians reserve descriptions like ‘domestication’ and ‘adaptation’ for India alone, which amounts to striking India off the list of participants. Her position is to follow the archive rather than the question-frameworks historians bring with them; the ‘incommensurable civilizations’ narrative from the nineteenth-century history of medicine has been wrongly projected onto nuclear magnetic resonance, dam-building and bridge-building.

The historian's job is not to make science interesting

She was influenced by Bruno Latour's late essay ‘Why Has Critique Run out of Steam?’ and wants to reconfigure critique within history: to move from ‘taking apart’ to ‘taking part’, and to ask the older philosophical question of why we want to know at all. Science is now shaping every everyday choice: climate, artificial intelligence, surveillance, genetic technology. She argues that the historian's job is not to make science ‘interesting’, but to help practitioners and ordinary people understand together how science reconfigures the horizon of choice. She says she has not yet found the path, but her next book will be driven by this kind of reflection rather than written as methodology.

Tata Institute of Fundamental Research (TIFR)
One of India's most important institutions for basic physics research, and after the war the center of the state's organization of science.
Department of Atomic Energy (DAE)
The Indian government department administering atomic energy research and infrastructure, and the organizational template for every scientific institution that followed.
Coulomb excitation
An experimental technique that excites atomic nuclei with charged particles, one of the main research uses of a cyclotron.
Big Science
A research paradigm funded by the state at large scale, dependent on giant instruments and organized through administrative systems.
global majority
A term for the populations of the global South and of formerly colonized countries, replacing ‘third world’ or ‘developing countries’.
