Seth analogizes that experience must have structure, just as a sentence must have a subject, verb, and object; in most cases these are clear, but when there are two candidates or the subject is missing, you must choose or fill in the blank. When data are too sparse, one cannot directly experience "there is a gap here," because the structure requires every position to be filled; so hallucinations appear, filling in the gap.
