AI Giants Testing Each Other's Models Beats Building a Regulator
Elon says the AI danger is real, but the fix isn't a UN-style regulator — it's letting competitors run test harnesses on each other, because nobody can grade their own exam and China will only accept a plan that doesn't cost it face.

Gwynne says SpaceX survived not because it was so strong but because the launch providers of the time were so bad: terrible customer service, absurdly expensive rockets. After 9-11 the military urgently needed rapid launch capability — they knew where the bad guys were for only about a four-hour window — and that's what gave a new player a shot. She was employee number 11 when she joined; the company sold a rocket before it had one, on a sales cycle of roughly 12 months.

Gwynne says Starlink's market penetration is only 1.5% to 2%, and revenue from the US military is still small, but ‘computer rental is a heck of a business’, and she sees no drop-off in demand. She calls it a build-out of tens of billions of dollars per quarter. Asked where the capital comes from, she says they won't issue more stock, but ‘all of the above’ — Starlink, compute and cash flow together.

Gwynne's reasoning is concrete: the moment word gets out that a ground data center is going up, land goes from 3,000 to 180,000 per acre, and permitting and power equipment run on schedules of three years or more, while ‘we need compute now’. In space, real estate is infinite and free, radiators facing deep space are the coldest thing there is, and satellites always face the sun so they don't generate power for only eight hours like rooftop solar panels. They're launching AI compute satellites next year.

Gwynne says Elon doesn't like management, that signal is engineering and everything else is noise, so she has to do some engineering or she is pure noise herself. The company demands player coaches; nobody only manages, on the grounds that ‘managers are annoying and they slow things down’. Elon says a bunch of AI agents attacked Hugging Face furiously for a week and even got admin access to OpenAI's servers, and OpenAI didn't notice for a week. His conclusion is that any sufficiently smart model seems to want to escape its constraints. His proposed fix is to have the major AI competitors test each other's models rather than grade their own exams, and he says this model has already been proven in the motion picture association and the gaming industry.

Elon says the plan doesn't need enforcement; it relies on the court of public opinion: if a competitor publicly says a model is dangerous and something then goes wrong, that's hard to explain away. He stresses that any proposal has to be one China is willing to accept, otherwise you're just tying your own hands. He also says the idea of getting China to pause training no longer works, while giving early API access for testing is ‘relatively small, tangible thing that neither side loses anything’.

Longer term there's also the scaling problem: every fab is at full capacity, and to serve data centers, edge compute, humanoid robots and cars at the same time, existing capacity isn't enough. His conclusion is blunt: ‘it's either build Terafab or fail to scale’. The Austin R&D fab is a Tesla and SpaceX collaboration, equipment is already ordered, and something useful could come out by the end of next year.

He criticizes today's evals as heavily overfitted by models, citing a joke from X: your girlfriend is a 10, but she's a benchmark maxer. He also says this is far better than setting up a multinational gulag-style regulator, can be done in weeks, and doesn't require convening the UN.
