What actually happened?
In 766 Pugu Huai'en told the Uighurs and the Tibetans that Guo Ziyi was dead, and brought a joint army of several hundred thousand up to Jingyang. Guo Ziyi had a little over ten thousand men. He judged that the Uighurs had fought alongside him for years, respected him, and had been lied to. So he brought no troops: he took off his helmet, unbuckled his armour, threw down his lance and rode forward with a few dozen horsemen. Their chiefs looked at each other and said, it is him, and dismounted to bow.
First work out why they came
An army at your gate that was tricked into coming is a different problem from one that came prepared. The first thing he established was that their reason for marching was the report that he was dead. Overturn the false premise and the march has no cause.
A team is fighting your proposal. Find out whether they object to the proposal or to a rumour about it. The second only needs correcting.
Taking the armour off was the only available proof
To prove that he was alive and that he was the man, talking was useless, an envoy was useless, and arriving with soldiers would have confirmed the hostility instead. Walking over stripped puts your life up as the evidence. Trust cannot be declared, only staked.
To show you have no private interest, give up in public something you were entitled to take. That does more than a hundred statements.
The move spends a deposit you cannot make quickly
The conditions are severe: years of fighting beside these men, faces they knew, respect they actually held. Without that accumulation the same gesture is suicide. Nerve at the decisive moment is a withdrawal against decades of credit.
Steadying a partner in a crisis with one sentence rests on every earlier promise you kept. Without those, the same sentence carries nothing.

Where it goes wrong: treating the risk itself as the method and forgetting the credit it draws on; expecting a gesture to work when the other side is not mistaken.
