The usual way to survive outranking your emperor is to shrink. He did the opposite, and could explain the arithmetic.
What actually happened?
He had put down the An Lushan rebellion and retaken the capital twice, and the eunuchs at court denounced him for years. His answer was not seclusion. His mansion in the Qinren ward took up a quarter of the ward, three thousand household members lived in it, and the gates were left open to anyone who wanted to walk in. A son asked him to shut them. Five hundred of my horses eat state fodder, he said; if I build a wall and someone accuses me, who is left to say what I was doing?
Visible beats quiet
Keeping a low profile only reduces how often you are noticed. It leaves every unobserved hour available to whoever wants to describe it. An open house removes the guessing itself: if anyone can see what you are doing, an accusation has nothing left to fill in.
Holding the budget, publish the decision log where anyone can read it. That kills speculation; being careful in meetings only reduces the supply of material.
Slander lands on what cannot be checked
His reasoning was exact. Once a wall stands between you and everyone else, whether a charge sticks depends on other people's mouths rather than on the facts. So make sure any charge can be held against the record on the spot.
Accused of favouring a supplier, if the scoring sheet and the people in the room are still there, it ends that afternoon. With only a conclusion, it never ends.
It costs, and it never stops costing
Open gates mean giving up privacy and comfort, for decades. The moment you start closing them, every year of openness before that becomes the contrast that convicts you. This is not a clever move; it is a condition you have to keep paying for.
After promising transparency, the hard part is the week you would rather not publish. One exception, and openness stops being armour and becomes the new suspicion.
