What actually happened?
With the empire settled, Liu Bang told him to choose thirty thousand households anywhere in Qi, the highest grant then possible. He declined. Thirty thousand households is not money, it is a base with its own revenue and its own men. What he turned down was the structure, not the wealth. Choosing a small county announces in public that he does not intend to grow into a problem somebody will eventually have to solve.
Winning the big account and then splitting it across two teams reads as generosity this quarter. It is really you declining to become the thing that has to be broken up.
Give the other side a version it can repeat
He did not say he was afraid of being suspected. He said Liu was where they met and that heaven had arranged it. The true reason spoken aloud would have shamed them both. Offering a version everyone can live with is not insincerity, it is leaving people room to move.
