Thailand Floods Wreck the Hard Drive Industry: The Biggest Falls, the Runner-Up Takes the Crown
A Thai flood reshuffled the hard drive industry: Western Digital's shipments fell 51% quarter-over-quarter, while Seagate only dropped 8% and overtook to take the top spot.

Flood barriers gave hard drive factories a false sense of security
The industrial estates sit on a floodplain north of Bangkok, carved out of former rice paddies. To guard against floods, developers built ring dikes up to two meters high, secondary wave walls, pumps, and drainage systems; the estates quickly grew into small cities with housing and shops. But this engineering may have misled everyone. When the real flood season hit in 2011, seven industrial estates were inundated within two weeks. Research later suspected that it was precisely this seemingly complete infrastructure that created a false confidence—the belief that even if it rained, all would be well. In other words, what manufacturers bought was not safety but an illusion of risk management.
Reservoir releases were not the culprit; local rainfall was
After the disaster, dam managers were blamed for releasing water too late, with criticism focusing on favoritism toward farmers and rice corruption allegations. But research does not support this attribution. A 2023 simulation ran 17 scenarios of release strategies for two dams and concluded that even with perfect foresight of subsequent rainfall, the flooded area could be reduced by at most 3.68%. A 2020 study examining hydrological station data along the Chao Phraya River found that in one low-lying disaster area, less than 30% of the floodwater came from the river, while 73.7% came from local rainfall. In other words, the water fell directly on the disaster zone; reservoir decisions cannot bear that blame.
Why Seagate, which was not flooded, also shut down
Seagate's factory in Korat was largely unaffected, but production still stopped—because seven of its top ten suppliers were flooded. A typical case was Japan's Nidec, which makes spindle motors for hard drives; two of its plants were submerged and halted production. The hard drive supply chain is tightly interlocked: no matter how safe the final assembly line, if motors don't arrive, the whole line stops. Seagate quickly qualified new suppliers, modified designs to reduce complexity, and negotiated payment terms with suppliers, keeping its quarterly shipment decline to 8%. In the same year, Western Digital's core plant was flooded to a depth of 1.8 meters, and quarterly shipments fell 51%. The difference was not in the height of their buildings but in which company's supply chain could route around the break faster.
Zero inventory amplified the flood into a global shortage
Before the flood, the hard drive industry had just gone through a round of consolidation: Western Digital announced the acquisition of Hitachi's hard drive business in March 2011, and a month later Seagate announced the acquisition of Samsung, bringing supply and demand back into rough balance. Because there was no surplus inventory to draw down, the impact was multiplied. Tom Coughlin estimated that in Q4 2011, hard drive demand was about 180 million units, but actual production was only 110 to 120 million units; and the flood hit right during the Christmas shopping season. Retail prices immediately rose 20% to 40%; at Taipei's Guanghua Digital Plaza, a 1TB hard drive went from NT$1,750 to over NT$3,000. Even Intel admitted in December that Q4 revenue would be about $1 billion lower than expected due to the hard drive shortage. A localized flood, amplified by zero inventory, became a global shortage.
Floodwaters receded, but hard drive prices stayed high for two years
The water receded, but the shortage did not end quickly. Hard drive availability returned to pre-flood levels about nine months later; retail prices took even longer to fall—on Newegg, prices did not drop back to pre-flood levels until April 2013. Backblaze, using its own purchasing records, calculated that the cost per GB in September 2011 was $0.044, and it did not return to that level until September 2013. Why is it easy to raise prices but hard to lower them? The author offers several interpretations: the ecosystem recovered more slowly than expected, the two giants' 2011 acquisitions added extra costs, tablets caused a permanent decline in PC hard drive demand, and a more cynical guess—after Seagate and Western Digital acquired second-tier rivals, only three major players remained, making prices easier to "stabilize," or, in his own words, to cartelize. He does not conclude which is the truth.
The flooded giant chose to stay and build more walls
Western Digital's post-disaster choice is telling: it did not evacuate but doubled down on defense. WD and the Bang Pa-in estate owner built an 11-kilometer flood wall along the estate, and WD added a 6-meter inner wall around its factory; to add redundancy to its supply chain, in December 2011 it announced a new slider fab in Malaysia. A survey of 50 directly affected Japanese companies showed that nearly 80% decided to stay in Thailand. The reason is not hard to understand: existing estates, supporting infrastructure, and skilled workers are not easy to pack up and move. Thailand has since faced more major floods, especially in the 2020s, with almost annual occurrences; in November of the most recent year, it even rained what was called a "once-in-300-years" event, but these estates have held so far. Whether stronger defenses will be needed in the future can only be tested by the next big flood.
